台中市東區太魯閣新時代百貨旁，占地1501坪公兼兒用地，市府將改為鐵路高架臨時停車場使用，引起東區市議員鄭功進的不滿，抨擊市府草率決議，未與附近居民溝通大開市政倒車。建設局長黃玉霖說，該局同意交通局先開闢臨時停車場，俟鐵路高架通車後再籌措經費進行公園開闢。
市議員鄭功進不滿說，台中火車站新站預計今年9月將正式啟用，伴隨鐵路高架化後的新站動線，恐造成周邊新一波交通黑暗期；面對新火車站帶來的人潮車陣，市府積極規畫東區信義街與立德街的原公兒用地，改為鐵路高架臨時停車場使用；不但無法疏導站前停車需求，僅圖利周邊百貨公司。
鄭功進抨擊指出，該公兒用地原是機關用地，民國84年第2次都市計畫通盤檢討時，才變更為交通用地，經過居民陳情，102年才又在電信事業土地專案通盤檢討中，變更為「公園兼兒童遊樂齒用地」，市府不應變更為停車場應盡速規畫為公園，還給居民運動及休閒空間。
黃玉霖強調，市府絕對重視公園綠地的開闢，目前正評估開闢該公兼兒的可行性，包括土地取得經費的問題，但為配合台鐵高架化兩階段通車的停車需求，建設局原則同意交通局先行開闢臨時停車場，等鐵路高架全線通車後，再籌措經費進行公園開闢。
